Midtown Improvement District

Est. 2021; Located in Orange County, Florida

Basic Information

The Midtown Improvement District (“District”) is an independent special district, created pursuant to and existing under the provisions of Chapter 190, Florida Statutes, and established by Ordinance No. 2021-33, enacted by the City Council for the City of Orlando, Florida, on June 28, 2021.  The District includes within its boundaries approximately 388.96 acres, more or less, generally located west of Narcoossee Road, north of the southernmost boundary of Orange County, east of Lake Nona Boulevard, and south of Nemours Parkway.

Currently the land found within the District is developer funded; however, the District has the authority to impose and levy assessments on the property found within its boundaries. These assessments pay the construction, operation and maintenance costs of certain public facilities and services of the District and are to be set annually by the governing Board of the District.  These assessments, when levied, are in addition to county and other local government taxes and assessments and all other taxes and assessments provided for by law.  The District also can impose certain fees to pay the construction, operation and maintenance costs of certain District facilities.

IMPROVEMENT DISTRICT OVERVIEW

Improvement Districts (ID) are local, special purpose government entities authorized by Chapter 190 of the Florida Statutes as amended, and created by ordinance of the county as an alternative method of planning, acquiring, operating and maintaining community-wide improvements. A ID provides the “solution” to Florida’s need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents.

PFM GROUP CONSULTING LLC.

pfm logoPFM Group Consulting LLC has extensive experience providing consulting and management services to special districts located throughout Florida. Our firm provides services at every stage of a district’s life from establishment to full development. We offer Financial Advisory Services and District Management Services (including Administrative Services, Accounting, Minutes and Public Records Services, and Lien Book & Tax Roll Services) to over 50 CDDs throughout the state of Florida.

SERVICES

Levels of service of program operations within the District are directly related to the annual operating budget. Program services include:

  • Community appearance
  • Recreational facilities
  • Street lighting
  • Infrastructure administration

During the fiscal year staff monitors the budget to maintain operational efficiency. During the annual budget process staff reviews what was budgeted against what was actually spent, and recommends increases and decreases in service levels. The Board of Supervisors, with input from the public, reviews staff’s proposals and has the final decision for the budget constraints that will determine the levels of service. The budget process typically begins in the spring and concludes in the summer, after a public hearing to ensure resident participation. Staff actions are directly related to those restrictions placed within the annual operations and maintenance budget for each fiscal year.

SERVICE LEVELS

The District Manager’s responsibilities include:

  • Mandatory – This service is required either by regulatory permit or other specific requirements.
  • Essential – Those program services funded above the mandatory level and considered important to the residents.
  • Discretionary – Those services funded and which can be reviewed for sufficiency, based on service commitment by the community and the cost of the service being provided.
